Michigan SB 311: Local government; financing; certain actions or decisions of an emergency manager; make subject to review and approval by the governor, and provide for reimbursement to local governments for additional liability or debt incurred by an emergency manager. Amends sec. 32 of 2012 PA 436 (MCL 141.1572) & adds sec. 14a.
