Appropriations Act; providing legislative intent; 3
incorporating by reference certain calculations; 4
providing an expiration date; amending s. 1011.62, 5
F.S.; revising the Florida Education Finance Program 6
adjustment calculation; providing calculations to 7
determine the safe school allocation; revising the 8
name of the Educational Enrollment Stabilization 9
Program; revising the purpose of such program; 10
authorizing the Legislature to appropriate funds for a 11
specified purpose; providing calculations to determine 12
specified funding; authorizing recalculation in 13
specified circumstances; providing for the future 14
expiration and reversion of specified statutory text; 15
reenacting s. 1011.45(3) and (5), F.S., relating to 16
end of year balance of funds; providing for the future 17
expiration and reversion of specified statutory text; 18
reenacting s. 1009.26(18), F.S., relating to fee 19
waivers; providing for the future expiration and 20
reversion of specified statutory text; reenacting s. 21
1004.89, F.S., relating to the Institute for Freedom 22
in the Americas; providing for the future expiration 23
and reversion of specified statutory text; authorizing 24
certain state university board of trustees to accept a 25

health care provider's procurement methods and 26
construction contracts under certain circumstances; 27
authorizing the Agency for Health Care Administration 28
to submit a budget amendment to realign Medicaid 29
funding for specified purposes, subject to certain 30
limitations; authorizing the Agency for Health Care 31
Administration to submit a budget amendment to realign 32
funding within the Florida Kidcare program 33
appropriation categories or to increase budget 34
authority for certain purposes; specifying the time 35
period within which each budget amendment must be 36
submitted; authorizing the Agency for Health Care 37
Administration to submit a budget amendment requesting 38
additional spending authority to implement specified 39
programs and payments; requiring institutions 40
participating in a specified workforce expansion and 41
education program to provide quarterly reports to the 42
agency; authorizing the Agency for Health Care 43
Administration to submit a budget amendment for a 44
specified purpose; authorizing the Agency for Health 45
Care Administration to submit a budget amendment 46
requesting additional spending authority to implement 47
the Low Income Pool component of the Florida Managed 48
Medical Assistance Demonstration up to a certain 49
amount; requiring that the amendment include a signed 50

attestation and acknowledgment for entities relating 51
to the Low Income Pool; authorizing the Agency for 52
Health Care Administration to submit a budget 53
amendment requesting additional spending authority to 54
implement certain payments and specified programs; 55
requiring such amendment include specified approval; 56
authorizing the Agency for Health Care Administration 57
to submit a budget amendment requesting additional 58
spending authority to implement a certified 59
expenditure program for emergency medical 60
transportation services; requiring such amendment 61
include specified approval; authorizing the Agency for 62
Health Care Administration to submit a budget 63
amendment requesting additional spending authority to 64
implement the Disproportionate Share Hospital Program; 65
requiring such amendment to include specified 66
information; authorizing the Agency for Health Care 67
Administration to submit a budget amendment requesting 68
additional spending authority to implement fee-for-69
service inpatient and outpatient supplemental payments 70
for specialty hospitals; authorizing the Agency for 71
Health Care Administration to submit budget amendments 72
to increase budget authority to support the Florida 73
School-Based Services program; authorizing the 74
