WHEREAS, nonemergency, non-ambulance medical transportation (NEMT) is a
vital part of the Medicaid program of this state; and

pharmacy services, and other forms of health services that help them to maintain and
improve their health; and

through the Medicaid managed care program of this state are necessary in order to better
serve Medicaid enrollees and to improve the program overall.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the Louisiana Department of Health
to require that in any contract with a Medicaid managed care organization (MCO) with an
effective date of January 1, 2022, or after, the MCO shall utilize a transportation broker
which has a Louisiana-based call center.
BE IT FURTHER RESOLVED that in order to ensure fair competition among
providers on a regional basis, the House of Representatives of the Legislature of Louisiana
does hereby urge and request the Louisiana Department of Health, through its contracts with
MCOs, to prohibit an out-of-region nonemergency, non-ambulance medical transportation
provider from providing services to a Medicaid enrollee if there is a willing and available
nonemergency, non-ambulance medical transportation provider in the region where the
Medicaid enrollee is domiciled.
