To amend title 38, United States Code, to expand the Center
for Minority Veterans and the Advisory Committee on
Minority Veterans to include services for historically un-
derserved veterans, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Historically Under-4
served Veterans Inclusion Act of 2023’’. 5

AND ADVISORY COMMITTEE ON MINORITY 2
VETERANS OF THE DEPARTMENT OF VET-3
ERANS AFFAIRS. 4
(a) CENTER FOR MINORITY AND HISTORICALLY UN-5
DERSERVED VETERANS.—Section 317 of title 38, United 6
States Code, is amended— 7
(1) in the heading, by inserting ‘‘and His-8
torically Underserved’’ after ‘‘Minority’’; 9
(2) by inserting ‘‘Executive’’ before ‘‘Director’’ 10
each place it appears; 11
(3) in subsection (a)— 12
(A) by inserting ‘‘and Historically Under-13
served’’ after ‘‘Minority’’; and 14
(B) by striking ‘‘the Center a’’ and insert-15
ing ‘‘the Center an’’; 16
(4) in subsection (d), by striking ‘‘veterans who 17
are minorities’’ each place it appears and inserting 18
‘‘covered veterans’’; 19
(5) in subsection (g)— 20
(A) in paragraph (1)— 21
(i) by striking ‘‘ ‘veterans who are mi-22
norities’ ’’ means and inserting ‘‘ ‘covered 23
veterans’ ’’; and 24

are historically underserved’’ after ‘‘minor-2
ity group members’’; and 3
(B) in paragraph (2)— 4
(i) by striking ‘‘The term’’ and insert-5
ing ‘‘The terms’’; 6
(ii) by inserting ‘‘and ‘veterans who 7
are historically underserved’ ’’ after ‘‘mi-8
nority group member’’; 9
(iii) by striking ‘‘has the meaning 10
given such term’’ and inserting ‘‘have the 11
meanings given such terms’’; and 12
(iv) by striking ‘‘section 544(d)’’ and 13
inserting ‘‘section 544’’. 14
(b) ADVISORY COMMITTEE ON MINORITY AND HIS-15
TORICALLY UNDERSERVED VETERANS.—Section 544 of 16
title 38, United States Code, is amended— 17
(1) in the heading, by inserting ‘‘and His-18
torically Underserved’’ after ‘‘Minority’’; 19
(2) by striking ‘‘veterans who are minority 20
group members’’ each place it appears and inserting 21
‘‘covered veterans’’; 22
(3) in subsection (a)— 23
(A) in paragraph (1), by inserting ‘‘and 24
Historically Underserved’’ after ‘‘Minority’’; 25
