Sec. 9 7675), establish phased reductions in hydrofluorocarbon production 10 and consumption but leave gaps in ensuring widespread use of 11 reclaimed refrigerants and managing refrigerants at the end of their 12 life cycle; and13 (b) State action is urgently needed to complement federal and 14 international efforts by promoting refrigerant recovery, reclamation, 15 and the transition to climate-friendly refrigerants with lower or no 16 global warming potential, through regulations and market-based 17 incentives.18 (2) It is the intent of the legislature to:19 (a) Study feasible pathways to an expeditious transition of new 20 equipment by 2035 to low global warming potential refrigerants of 21 SECOND SUBSTITUTE HOUSE BILL 1462 AS AMENDED BY THE SENATE Passed Legislature - 2025 Regular Session State of Washington 69th Legislature 2025 Regular Session By House Appropriations (originally sponsored by Representatives Duerr, Berry, Doglio, Fitzgibbon, Reed, Ramel, Parshley, Goodman, Macri, Kloba, and Hunt) READ FIRST TIME 02/28/25. p. 1 2SHB 1462.SL less than 150 carbon dioxide equivalents and ultra-low global warming 1 potential refrigerants of less than 10 carbon dioxide equivalents;2 (b) Support the development of robust refrigerant recovery 3 infrastructure and foster public-private partnerships to promote the 4 reclamation and reuse of refrigerants;5 (c) Establish a clear regulatory framework for reducing emissions 6 from refrigerants through phased limitations on high global warming 7 potential substances and increasing recovery and use of reclaimed 8 refrigerants; and9 (d) Enhance industry compliance and stakeholder collaboration 10 through education, training, and financial incentives, ensuring 11 alignment with national and international climate objectives.12 NEW SECTION. Sec. 2.
