the explanation’s substance by the members of the general assembly.5
This bill relates to the reporting requirements of the6

Current law requires the department of education to9
establish a commission on educator leadership and compensation,10
which is tasked with, among other things, monitoring the11
implementation of the frameworks and comparable systems by12
school districts pursuant to Code section 284.15 (Iowa teacher13

the director of the department of education, the governor, and18
the general assembly containing the commission’s findings and19
any recommendations, including recommendations for changes20
to the framework established in Code section 284.15, and21
the comparable systems set forth in Code sections 284.1622
and 284.17, and for changes to Code section 284.11 (state23
