SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.1030 new

30 ILCS 105/6z-144 new

 Amends the State Finance Act. Creates the Growing Growers Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used by the Department of Agriculture for making grants to socially disadvantaged farmers in food deserts. Authorizes the Department of Agriculture to adopt rules to implement the grant program. Provides that, on July 1, 2025, or as soon as possible thereafter, the Comptroller shall order transferred, and the Treasurer shall transfer, $2,000,000 from the General Revenue Fund to the Growing Growers Fund.

1 AN ACT concerning finance.

2 Be it enacted by the People of the State of Illinois, 

3represented in the General Assembly:

4 Section 5. The State Finance Act is amended by adding 

5Sections 5.1030 and 6z-144 as follows:

6 (30 ILCS 105/5.1030 new)

7 Sec. 5.1030. The Growing Growers Fund.

8 (30 ILCS 105/6z-144 new)

9 Sec. 6z-144. Growing Growers Fund. 

10 (a) The Growing Growers Fund is hereby created as a 

11special fund in the State Treasury.

12 (b) Subject to appropriation, moneys in the Fund may be 

13used by the Department of Agriculture for making grants to 

14socially disadvantaged farmers in food deserts. The Department 

15of Agriculture may adopt rules to implement the grant program 

16established under this Section. 

17 (c) On July 1, 2025, or as soon as possible thereafter, the 

18Comptroller shall order transferred, and the Treasurer shall 

19transfer, $2,000,000 from the General Revenue Fund to the 

20Growing
