Statement of purpose of bill as introduced: This bill proposes to extend the 9
limitations on municipal bylaws under 24 V.S.A. § 4413 to State-funded 10
institutions and facilities and to institutions and facilities regulated by a public 11
institution that serve a critical public function that, if interrupted, would place 12
individuals at risk of harm, disrupt access to vital supports, or disrupt the 13
continuity of legally mandated services. 14
