1 AMENDMENT NO. 1
2 On page 2, delete lines 16 through 22

4 On page 2, line 23, delete "(2)" and insert "C."
5 AMENDMENT NO. 3
6 On page 4, between lines 18 and 19, insert "(15) "State procurement project" means the
7 procurement of any project initiated by the department, including the construction of
8 the bridge to replace the existing Interstate 10 Calcasieu River Bridge and the
9 subsequently executed contract."

2 On page 7, between lines 20 and 21 insert "(c) Notwithstanding the provisions of
3 Subparagraph (a) of this Paragraph, the authority shall not have any rights and powers
4 with respect to any state procurement project.

8 On page 10 between lines 1 and 2, insert the following:
9 "(23) To continue tolling to fund authority projects, and may utilize funds without
10 lapse within the bounds of a state procurement project after a respective contract term
11 has elapsed or subsequent to contract termination between the department and its
12 selected developer or contractor, provided the department coordinates with the
13 authority, each acting in accordance with applicable state and federal law.
14 (24) To receive and utilize windfall proceeds payments from a state procurement
15 project during the tolling period to fund authority projects within its jurisdiction and
16 in accordance with applicable state and federal law.
17 (25) To receive and utilize monies identified within the Megaprojects Leverage Fund,
18 R.S. 48:77.1(1)(a), designated as the I-10 Calcasieu River Bridge and I-10
19 Improvements Account, and the authority may utilize the monies to reduce or eliminate
20 the cost of tolling for citizens within the five parish area of southwest Louisiana
21 including Allen, Beauregard, Calcasieu, Cameron, and Jefferson Davis parish and in
22 accordance with applicable state and federal law."
