Statement of purpose of bill as introduced: This bill proposes to permit law 7
enforcement to issue a parking ticket to the registered owner of an illegally 8
parked motor vehicle when the owner or operator is not present 9
An act relating to parking ticket enforcement 10
It is hereby enacted by the General Assembly of the State of Vermont: 11
Sec. 1. 23 V.S.A. § 1103 is added to read: 12
§ 1103. MOTOR VEHICLE OWNER LIABILITY 13
(a) In the absence of an operator, the registered owner of a motor vehicle 14
that is parked in violation of subsection 304a(e) or sections 1005, 1101, 1104, 15
1105, and 1111 of this title shall be liable for the violation. 16
(b) A notice of violation may be served upon the registered owner of a 17
motor vehicle parked in violation of subsection 304a(e) or sections 1005, 1101, 18
1104, 1105, and 1111 of this title by affixing such notice to the motor vehicle 19
in a conspicuous place. Whenever such notice is so affixed, the word “owner” 20

shall be inserted in lieu of the name of the individual charged with the 1
violation. Service by affixation as provided in this subsection shall have the 2
same effect as if the ticket were personally served upon the registered owner of 3
the motor vehicle. 4
Sec. 2. EFFECTIVE DATE 5
This act shall take effect on July 1, 2020. 6
