A BILL TO BE ENTITLED 1
AN ACT TO EXEMPT CERTIFIED REFLEXOLOGISTS FROM OVERSIGHT FROM THE 2
NORTH CAROLINA BOARD OF MASSAGE AND BODYWORK THERAPY. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. G.S. 90-624 reads as rewritten: 5
"§ 90-624. Activities not requiring a license to practice. 6
Nothing in this Article shall be construed to prohibit or affect: 7
... 8
(9) A nationally certified reflexologist engaged in the practice of reflexology, who 9
has a current certification from the American Reflexology Certification Board 10
(ARCB) or its successor entity, or an individual who is a reflexology student 11
working to obtain certification from the ARCB or its successor entity under 12
the supervision of an ARCB-certified reflexologist. Provided, however, that 13
this exemption shall only apply to reflexology students who obtain 14
certification within 12 months of beginning the certification process. For the 15
purposes of this subdivision, "reflexology" means a protocol of manual 16
techniques, including thumb- and finger-walking, hook and backup, and 17
rotating-on-a-point, that are applied to specific reflex areas predominantly on 18
the feet and hands and that stimulate the complex neural pathways linking 19
body systems and support the body's efforts to function optimally." 20
SECTION 2. This act becomes effective October 1, 2025. 21
