Statement of purpose of bill as introduced: This bill proposes to require the 8

developmental or cognitive disability. The report would identify whether there 11
is a need for congregate homes for this population, and if so, identify where the 12
need is; identify how one or more congregate homes might generate savings in 13
the health care system; identify funding sources for congregate homes; and 14
recommend how the Agency might partner with community-based 15
organizations to develop congregate homes, as needed, statewide. 16
