1.1 A bill for an act
1.2 relating to agriculture; appropriating money for the local food purchasing assistance
1.3 program.
1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. LOCAL FOOD PURCHASING ASSISTANCE GRANT PROGRAM.
1.6 (a) The commissioner may award grants to eligible applicants for participation in the
1.7 local food purchasing assistance grant program. Selected applicants must use grant money
1.8 to procure and distribute food to communities. When awarding grants, the commissioner
1.9 must give preference to applicants that:
1.10 (1) source 100 percent of food from Minnesota;
1.11 (2) source at least 70 percent of food from farmers who are experiencing limited land
1.12 access or limited market access as defined in Minnesota Statutes, section 17.133, subdivision
1.13 1; and
1.14 (3) distribute food at no cost to communities that have low supermarket access in
1.15 census-designated food deserts or low- or moderate-income areas with substantial
1.16 subpopulations, such as the aging population or people with disabilities.
1.17 (b) Eligible applicants include but are not limited to individuals, nonprofit organizations,
1.18 for-profit businesses, Tribal governments, government entities, agricultural cooperatives,
1.19 economic development organizations, and educational institutions.
