Statement of purpose of bill as introduced: This bill proposes to authorize the 8
Clean Heat Standard rules to be adopted with a price cap on the cost of clean 9
heat credits. The price cap shall ensure that the cost of the Clean Heat 10
Standard Program will not raise the delivered cost of fossil heating fuels more 11
than $0.10 per gallon for the first five years. 12
