RELATING TO THE APPROPRIATION TO THE OFFICE OF THE STATE BOARD OF EDUCA-2
TION; APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE STATE BOARD3
OF EDUCATION FOR FISCAL YEAR 2025; AUTHORIZING ADDITIONAL FULL-TIME4
EQUIVALENT POSITIONS; PROVIDING REAPPROPRIATION AUTHORITY FOR THE GEN-5
ERAL FUND; PROVIDING REAPPROPRIATION AUTHORITY FOR THE COVID-19 RELIEF6
FUND; PROVIDING REAPPROPRIATION AUTHORITY FOR THE AMERICAN RESCUE PLAN7
FUND; APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE STATE BOARD8
OF EDUCATION FOR FISCAL YEAR 2024; AND DECLARING AN EMERGENCY AND PRO-9
VIDING EFFECTIVE DATES.10
Be It Enacted by the Legislature of the State of Idaho:11
SECTION 1. In addition to any other appropriation provided by law,12
there is hereby appropriated to the Office of the State Board of Education13
the following amounts to be expended according to the designated programs14
and expense classes from the listed funds for the period July 1, 2024,15
through June 30, 2025:16

SECTION 2. FTP AUTHORIZATION. In addition to any other authorization11
provided by law, the full-time equivalent position authorization provided12
to the Office of the State Board of Education is hereby increased by ten13
(10.00) for the period July 1, 2024, through June 30, 2025.14
SECTION 3. GENERAL FUND REAPPROPRIATION AUTHORITY. There is hereby15
reappropriated to the Office of the State Board of Education any unexpended16
and unencumbered balances appropriated or reappropriated to the Office of17
the State Board of Education for fiscal year 2024 in an amount not to exceed18
$15,000 from the General Fund to be used for nonrecurring expenditures re-19
lated to the School Facilities Safety and Security Grants for the period July20
1, 2024, through June 30, 2025. The Office of the State Controller shall con-21
firm the reappropriation amount, by fund, expense class, and program, with22
the Legislative Services Office prior to processing the reappropriation23
authorized herein.24
SECTION 4. FEDERAL COVID-19 RELIEF FUND REAPPROPRIATION AUTHORITY.25
There is hereby reappropriated to the Office of the State Board of Education26
any unexpended and unencumbered balances appropriated or reappropriated to27
the Office of the State Board of Education for fiscal year 2024 in an amount28
not to exceed $19,800,000 from the Federal Covid-19 Relief Fund to be used29
for nonrecurring expenditures related to the expenditures to rebuild Idaho30
System for Education Excellence for the period July 1, 2024, through June 30,31
2025. The Office of the State Controller shall confirm the reappropriation32
amount, by fund, expense class, and program, with the Legislative Services33
Office prior to processing the reappropriation authorized herein.34
SECTION 5. AMERICAN RESCUE PLAN FUND REAPPROPRIATION AUTHORITY. There35
is hereby reappropriated to the Office of the State Board of Education any36
unexpended and unencumbered balances reappropriated to the Office of the37
State Board of Education for fiscal year 2024 in an amount not to exceed38
$27,434,700 from the American Rescue Plan Fund to be used for nonrecurring39
expenditures related to the expenditures to rebuild Idaho System for Edu-40
cation Excellence for the period July 1, 2024, through June 30, 2025. The41
Office of the State Controller shall confirm the reappropriation amount, by42

fund, expense class, and program, with the Legislative Services Office prior1
to processing the reappropriation authorized herein.2
SECTION 6. In addition to the appropriation made in Section 1, Chap-3
ter 262, Laws of 2023, and any other appropriation provided by law, there4
is hereby appropriated to the Office of the State Board of Education for the5
OSBE Administration Program $30,800 from the Miscellaneous Revenue Fund to6
be expended for operating expenditures for the period July 1, 2023, through7
June 30, 2024, for the purpose of building a direct admissions program.8
