1HOUSE RESOLUTION

2 WHEREAS, Carmen K. Triche-Colvin has dedicated more than 

3three decades of exemplary service to Cook County and the 

4State of Illinois, demonstrating exceptional leadership, 

5integrity, and innovation in procurement, fiscal management, 

6organizational development, and public administration; and

7 WHEREAS, Since 2018, Carmen Triche-Colvin has served as 

8deputy clerk of the Board and Procurement for the Cook County 

9Clerk's Office, where she has maintained all legislative 

10records and the Code of Ordinances and successfully 

11implemented a new office purchasing system that streamlined 

12procurement across nine divisions, reducing processing time by 

1342%, improving headcount efficiency by 20%, and achieving 18% 

14in net savings; and

15 WHEREAS, Carmen Triche-Colvin served as a senior election 

16trainer for the Chicago Board of Elections from 2015 to 2022, 

17training thousands of election judges and coordinators on 

18election day procedures, equipment operations, voter services, 

19and compliance protocols, ensuring efficient, safe, and 

20accurate election administration for the residents of Chicago; 

21and

22 WHEREAS, Carmen Triche-Colvin served as chief executive

1officer of Next Level Strategies, a company that focused on 

2strategic improvement for small business, from 2015 to 2018; 

3she delivered transformative organizational results across 

4both for-profit and non-profit sectors, achieving a 22% net 

5income growth, expanding business partnerships by 18%, 

6reducing procurement processing time by 27%, and securing 

7significant cost savings and customer satisfaction 

8improvements; and
