RESOLUTION APPROVING THE SETTLEMENT AGREEMENT IN 
ISAIAH LINDSAY, ET AL. V. NANCY NAVARETTA IN HER OFFICIAL 
CAPACITY AS COMMISSIONER OF THE DEPARTMENT OF MENTAL 
HEALTH AND ADDICTION SERVICES, ET AL.  
Resolved by the Senate:  
 
That the provisions of the settlement agreement in the action Isaiah 1 
Lindsay,   et   al.   v.   Nancy   Navaretta   in   her   official   capacity   as 2 
Commissioner  of  the  Department  of  Mental  Health  and  Addiction 3 
Services, et al., United States District Court, District of Connecticut, Civil 4 
Action  No.  3:22-CV-1518-SVN,  dated  March  26,  2026,  requiring  an 5 
expenditure from the General Fund budget in excess of two million five 6 
hundred  thousand  dollars  and  submitted  by  the  Attorney  General  to 7 
this  Assembly  for  approval  in  accordance  with  section  3-125a  of  the 8 
general statutes, are approved. 9
