AN ACT
relatingto electronicvoterregistration.
BE IT ENACTEDBY THE LEGISLATUREOF THE STATEOF TEXAS:
SECTION
A1.AASubchapterA,   Chapter13,ElectionCode,is
amendedby addingSection13.009to readas follows:
Sec.
A13.009.AAELECTRONICVOTERREGISTRATION.(a)The
secretaryof stateshallimplementa programto allowa personto
completea voterregistrationapplicationovertheInternetfrom
the officialwebsiteof thisstate.The Internetwebsitesof the
secretaryof stateandtheDepartmentof PublicSafetymustalso
providea linkto the locationof the applicationon the official
websiteof thisstate.
(b)
AAAn applicantfor electronicvoterregistrationwho has
an  unexpireddriver
’s  licenseor  personalidentificationcard
issuedin thisstatemust:
(1)
AAattestto the truthof the informationprovidedon
the applicationby affirmativelyacceptingthe informationas true;
and
(2)
AAaffirmativelyconsentto the use of the signature
on the applicant
’s driver’s licenseor personalidentificationcard
for voterregistrationpurposes.
(c)
AAAn applicantfor electronicvoterregistrationwho does
not havean unexpireddriver
’s licenseor personalidentification
cardissuedin thisstatemust:

(1)AAattestto the truthof the informationprovidedon
the applicationby affirmativelyacceptingthe informationas true;
and
(2)
AAprinta registrationapplicationfromthe website
the applicantis usingto register,signthe application,and mail
it to the registrar.
(d)
AAForeachapplicationsubmittedunderSubsection(b),
theprogramshallrequirethata digitalcopyof theapplicant
’s
signaturebe obtainedfromthe Departmentof PublicSafety.
(e)
AAForeachapplicationsubmittedunderSubsection(c),
the programshallprovidethe applicantwith:
(1)
AAa registrationapplicationthatthe applicantcan
printfromtheregistrationwebsite,sign,andmailto  the
registraras requiredunderSubsection(c)(2);and
(2)
AAinformationabouthowtheapplicantcanobtaina
driver
’s  licenseorpersonalidentificationcardfromthe
Departmentof PublicSafety.
(f)
AAAnapplicationsubmittedunderthissectionis
consideredfor all purposesan applicationsubmittedby mailunder
thistitle.
(g)
AAThe secretaryof stateshalladoptrulesas necessaryto
implementthissection,includingrulesto providefor additional
securitymeasuresnecessaryto ensurethe accuracyand integrityof
applicationssubmittedelectronically.
(h)
AATherulesadoptedunderSubsection(g)mustrequire
that:

AAtheInternetwebsitethroughwhicha personmay

completea voterregistrationapplicationincludea descriptionof
the offensedescribedby Section13.007in a conspicuouslocation
on the websitenearthe placewherethe personbeginsor submitsthe
application;and
(2)
AAthestateelectronicInternetportalprojectbe
usedto authenticatetheidentityof a personwhosubmitsan
applicationelectronicallyunderthissection.
