2 On page 18, between lines 25 and 26, insert the following:
3 "§1299.1. Question or proposition to be voted on; length
4 A. The preparation of a question or proposition to be submitted to the voters
5 at an election shall be the responsibility of the governing authority or other entity
6 calling the election or submitting the question or proposition. The proposition shall
7 be comprised of simple, unbiased, concise, and easily understood language and be
8 in the form of a question. The proposition shall not exceed two hundred words in
9 length and shall not include words that are struck through, underscored, or in
10 boldface type. The governing authority shall be responsible for ensuring that the
11 proposition is comprised of simple, unbiased, concise, and easily understood
12 language.
13 B. The secretary of state shall be responsible for ensuring that the
14 proposition complies with the requirements of this Section does not exceed two
15 hundred words in length, does not include words that are struck through,
16 underscored, or in boldface type, and is in the form of the question."
