1HOUSE RESOLUTION

2 WHEREAS, President Donald J. Trump's unilaterally imposed 

3tariffs have raised taxes on every American and have increased 

4the price of practically every purchase families make every 

5time they go to the store; and

6 WHEREAS, While President Trump continues to lie and claim 

7that tariffs are a penalty on foreign nations, a comprehensive 

8study of Trump's tariffs conducted by the Kiel Institute for 

9the World Economy found that 96% of Trump's tariffs were paid 

10by American consumers; and

11 WHEREAS, Data from the United States Department of the 

12Treasury and Goldman Sachs found that President Trump's 

13tariffs cost Americans $159 billion in 2025, a tax of $1,200 on 

14every household; and

15 WHEREAS, These tariffs have driven the affordability 

16crisis, hitting modest-income and middle-income families 

17hardest; and

18 WHEREAS, President Trump's tariffs took money that working 

19families should have been able to invest for retirement, use 

20toward making a down payment on a home, or utilize in other 

21ways to build long-term economic security, thereby robbing

1families not only in the short term but in the long term as 

2well; and

3 WHEREAS, President Trump's flimsy reliance on emergency 

4powers to justify his tax increases have been repeatedly 

5rejected by courts; and

6 WHEREAS, President Trump's tariffs show his 

7self-proclaimed "America First" agenda to be in reality a "Tax 

8America First" agenda; therefore, be it

9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 

10HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 

11we call upon President Donald J. Trump to immediately sus
