of hate crimes for conduct that occurred during a campus protest from
being eligible for student loans or loan forgiveness.

A BILL
To amend the Higher Education Act of 1965 to prohibit
students convicted of hate crimes for conduct that oc-
curred during a campus protest from being eligible for
student loans or loan forgiveness.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Prohibiting Student 4
Loan Forgiveness for Antisemites Act’’. 5

SEC. 2. TERMINATION OF ELIGIBILITY FOR STUDENT 1
LOANS AND LOAN FORGIVENESS FOR CER-2
TAIN HATE CRIME CONVICTIONS. 3
Section 484 of the Higher Education Act of 1965 (20 4
U.S.C. 1091) is amended by adding at the end the fol-5
lowing: 6
‘‘(u) TERMINATION OF ELIGIBILITY FOR LOANS AND 7
LOAN FORGIVENESS FOR CERTAIN HATE CRIME CONVIC-8
TIONS.— 9
‘‘(1) IN GENERAL.—A student who is convicted 10
of a hate crime under State or Federal law for con-11
duct that occurred during a protest at an institution 12
of higher education that disrupts the normal campus 13
functions at such institution of higher education 14
shall not be eligible, as of the date of such convic-15
tion— 16
‘‘(A) for any program under this title or 17
any other provision of law that forgives, dis-18
charges, cancels, or otherwise reduces the 19
amount that the student owes on any loan 20
made, insured, or guaranteed under this title; 21
or 22
‘‘(B) to receive any loan made, insured, or 23
guaranteed under this title. 24

‘‘(2) HATE CRIME DEFINED.—The term ‘hate 1
crime’ includes an act described in section 249 of 2
title 18, United States Code.’’. 3
