An act relating to Hillsborough County; creating the 2
Land Reserve Stewardship District; providing a short 3
title, legislative findings and intent, definitions, 4
and policy; establishing compliance with minimum 5
requirements for creation of an independent special 6
district; providing for creation and establishment of 7
the district; establishing the legal boundaries of the 8
district; providing for the jurisdiction and charter 9
of the district; providing for a governing board; 10
providing for membership, election, and terms of 11
office; providing for meetings; providing 12
administrative duties of the board; providing a method 13
for transition of the board from landowner control to 14
control by the resident electors of the district; 15
providing for a district manager and district 16
employees; providing for a district treasurer, 17
selection of a public depository, and district budgets 18
and financial reports; providing for disclosure of 19
public information; providing the general powers of 20
the district; providing the special powers of the 21
district to plan, finance, and provide community 22
infrastructure and services within the district; 23
providing for bonds; providing for borrowing; 24
providing for trust agreements; providing for future 25

ad valorem taxation; providing for special 26
assessments; providing for issuance of certificates of 27
indebtedness; providing for tax liens; providing for 28
payment of taxes and redemption of tax liens by the 29
district; providing for sharing in the disbursement of 30
sales proceeds; providing for foreclosure of liens; 31
providing for mandatory use of certain district 32
systems, facilities, and services; providing for 33
competitive procurement; providing for fees, rentals, 34
and charges; providing for discontinuance of services 35
and facilities; providing for enforcement and 36
penalties; providing for suits against the district; 37
providing requirements for termination, contraction, 38
or expansion of the district; authorizing mergers; 39
providing for required notices to purchasers of 40
residential units within the district; specifying that 41
certain district property is public; providing 42
construction; providing severability; providing for a 43

Be It Enacted by the Legislature of the State of Florida: 46

Section 1. This act may be cited as the "Land Reserve 48
Stewardship District Act." 49

policy.— 51
(1) LEGISLATIVE INTENT; PURPOSE OF THE DISTRICT.— 52
(a) The lands located wholly within Hillsborough County 53
covered by this act contain many opportunities for thoughtful, 54
comprehensive, responsible, and consistent development over a 55
long period. 56
(b) There is a need to use a single special and limited 57
purpose independent special district unit of local government 58
for the Land Reserve Stewardship District lands located within 59
Hillsborough County for a more comprehensive community 60
development approach, which will facilitate an integral 61
relationship among regional transportation, land use, and urban 62
design to provide for a diverse mix of housing and regional 63
employment and economic development opportunities, rather than 64
fragmented development with underutilized infrastructure which 65
is generally associated with urban sprawl. 66
(c) There is a considerably long period of time during 67
which there is a significant burden to provide various systems, 68
facilities, and services to the initial landowners of the Land 69
Reserve Stewardship District lands, such that there is a need 70
for flexible management, sequencing, timing, and financing of 71
the various systems, facilities, and services to be provided to 72
these lands, taking into consideration absorption rates, 73
commercial viability, and related factors. Therefore, extended 74
control by the initial landowner with regard to the provision of 75

systems, facilities, and services for the Land Reserve 76
Stewardship District lands, coupled with the special and single 77
purpose of such district, is in the public interest. 78
(d) While chapter 190, Florida Statutes, provides
