Minnesota SF 680: Teacher preparation time provisions modification

1.1 A bill for an act​
1.2 relating to state government; requiring a reduction in appropriations for positions​
1.3 that have been unfilled for at least 12 months.​
1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. REDUCTION IN APPROPRIATIONS FOR UNFILLED POSITIONS.​
1.6 Subdivision 1.Reduction required.The general fund and nongeneral fund appropriations​
1.7 to an agency for agency operations for the biennium ending June 30, 2027, are reduced by​
1.8 the amount of salary and benefits savings that result from any positions that have not been​
1.9 filled within 12 months of the posting of the position. This section applies only to positions​
1.10 that are posted in fiscal years 2025, 2026, and 2027. Reductions made under this paragraph​
1.11 must be reflected as reductions in agency base budgets for fiscal years 2028 and 2029. This​
1.12 section does not apply to any positions that require law enforcement training.​
1.13 Subd. 2.Reporting.The commissioner of management and budget must report to the​
1.14 chairs and ranking minority members of the Finance Committee in the senate and the Ways​
1.15 and Means Committee in the house of representatives regarding the amount of reductions​
1.16 in spending by each agency under this section.​
