AN ACT concerning the hiring and contract awarding processes of 1
certain authorities and Interstate authorities in New Jersey and 2
supplementing Title 27, Title 34, Title 5, and Title 32 of the 3
Revised Statutes. 4

BE IT ENACTED by the Senate and General Assembly of the State 6
of New Jersey: 7

1. a. As used in this section: 9
“Minority” means a person who is: (1) Black, which is a person 10
having origins in any of the black racial groups in Africa; (2) 11
Hispanic, which is a person of Spanish or Portuguese culture with 12
origins in Mexico, South or Central America, or the Caribbean 13
islands, regardless of race; (3) Asian American, which is a person 14
having origins in any of the original people of the Far East, 15
Southeast Asia, the Indian Subcontinent, Hawaii, or the Pacific 16
Islands; or (4) American Indian or Alaskan native, which is a 17
person having origins in any of the original peoples of North 18
America. 19
“Minority business” means a business which is: (1) a sole 20
proprietorship owned and controlled by a minority; (2) a partnership 21
or joint venture owned and controlled by minorities in which at 22
least 51 percent of the ownership interest is held by minorities and 23
the management and daily business operations of which are 24
controlled by one or more of the minorities who own it; or (3) a 25
corporation or other entity of which the management and daily 26
business operations are controlled by one or more minorities who 27
own it and which is at least 51 percent owned by one or more 28
minorities, or, if stock is issued, at least 51 percent of the stock of 29
which is owned by one or more minorities. 30
“Women's business” means a business which is: (1) a sole 31
proprietorship owned and controlled by a woman; (2) a partnership 32
or joint venture owned and controlled by women in which at least 33
51 percent of the ownership is held by women; or (3) a corporation 34
or other entity of which the management and daily business 35
operations are controlled by one or more women who own it, and 36
which is at least 51 percent owned by women, or, if stock is issued, 37
at least 51 percent of the stock of which is owned by one or more 38
women. 39
b. When offering employment, the New Jersey Turnpike 40
Authority shall consider, and when feasible prioritize, individuals 41
who are minorities and women. 42
c. When awarding contracts for service, the New Jersey 43
Turnpike Authority shall consider, and when feasible prioritize, 44
minority businesses and women’s businesses. 45
d. The New Jersey Turnpike Authority shall publish on its 46
Internet website information concerning: 47

(1) the number of employees employed by the authority by 1
gender, race, and ethnicity, and the average salary range for each 2
group; and 3
(2) the number of contractors the authority has contracted with 4
by gender, race, and ethnicity, and the average contract awarded for 5
each group. 6
The New Jersey Turnpike Authority shall maintain and update 7
this information on a quarterly basis. 8
